Every monument needs a location! Or does it?
It is clear that the form in which the monument encounters the public space will be of decisive importance for its perception and impact.
The location question for the Freedom and Unity Monument was deliberately left open at the beginning of the finding process.
Expert Council for Location
At the end of 2021 / beginning of 2022, an expert council looked into selection criteria and possible memorial sites. They came up with five site proposals.

Citizens' Council for Location
The members of the citizens' council* examined possible locations during a closed conference on January 28-30, 2022. Through deliberation a location recommendation on the basis of the expert council proposals was determined in a secret vote.
The citizens' council's vote of Wilhelm-Leuschner-Platz was presented to Lord Mayor Jung on February 10 as a citizens' report in the LVZ-Kuppelhalle during a public event.
Wilhelm-Leuschner-Platz monument site confirmed by the city council
On June 16, 2022, the Leipzig City Council approved the citizens' council's site proposal.
Wilhelm-Leuschner-Platz is thus confirmed as the monument site. And the implementation of the competition process, which is to be announced in the fall of 2023, will proceed as planned.
